The event

In 2026, fire struck the Viva Dominicus resort. The regulatory failure

Our reporting's conclusion: tourism safety standards exist on paper but compliance verification for large resorts is weak — materials, fire suppression, and evacuation readiness are self-certified far more than they are inspected. In a tourism-dependent economy, that is a national economic risk, not just a safety one.

The National Fire Safety & Emergency Response Enforcement Act and the National Building Integrity Act in Module 2: mandatory fire-safety certification for hospitality venues, public inspection records, and emergency-response standards tied to operating licenses. A resort that cannot prove its roof will not burn does not keep its doors open.
