Dominican Republic 2028 analyzes governance challenges in the Dominican Republic and proposes policy solutions grounded in real infrastructure failures and economic realities. When the Hotel Viva Dominicus fire exposed critical gaps in fire safety regulations, we drafted a decree mandating commercial sprinkler systems and proper hydrant placement. That pattern repeats: event, analysis, proposal.
For nearly thirty years I’ve built technology infrastructure for communities excluded from mainstream systems. The deaf community, underserved regions, people without institutional access. That work taught me how governance fails specific groups first. DR2028 applies that lens to Dominican policy.
Our proposals draw from public policy research, Dominican law, economic analysis, and documented infrastructure challenges. Some language has been developed with AI models to ensure clarity and structural consistency. This is exploratory work, a vision of what better governance could address.
