DR2028 investigative brief. Analysis by the DR2028 movement synthesizing its own newsroom reporting. This is not a government finding.
The event
In 2025, the roof of the Jet Set nightclub in Santo Domingo collapsed during a live event, killing and injuring attendees. DR2028's newsroom covered it in two investigations: "Jet Set: The Night the Music Died" (June 2025) and "Why JetSet's Collapse Is a Wake-Up Call" (April 2025).
The regulatory failure
Our reporting's conclusion: a venue operating for years without the structural inspection regime that would have caught a failing roof. The collapse was not an unforeseeable accident but the predictable output of a system where building-integrity enforcement is sporadic, under-resourced, and capturable — the same pattern our fire-safety and construction investigations keep finding.
The DR2028 answer
Written in direct response: the National Building Integrity Act (strict construction standards, monthly inspections, full transparency of inspection records) and the National Fire Safety & Emergency Response Enforcement Act — both in Module 2. The principle: no venue opens, and no venue stays open, without a current, public, passed inspection.
