What it is
The Ministerio de Hacienda (Finance Ministry) formulates and reports on the national budget under the Organic Budget Law (423-06). Its execution reports show, entity by entity, what was budgeted versus what was actually spent — plus deficit and debt metrics.
Where the data lives
Budget formulation and execution reports are published through the Finance Ministry's official portal: hacienda.gob.do — look for the budget (presupuesto) and public credit sections.
DR2028 analysis
DR2028's fiscal decrees — tax relief, the salary cap, procurement reform — start from the execution gap: the distance between approved budgets and executed spending is where waste hides. We cite official execution reports by fiscal year and never substitute our own numbers for the Ministry's.
