Subject: Unified Transportation Authority Act – Merger of All Transit Agencies under Santo Domingo Metro
Effective Immediately
To create a modern, efficient, and unified public transportation system, this decree consolidates all transit entities into a single national authority focused on long-term infrastructure, accountability, and service to the people.
Article 1 – Creation of the Unified National Transit Authority (UNTA)
- A new agency named Autoridad Nacional Unificada de Transporte (ANUT) is hereby established.
- ANUT will serve as the sole body responsible for:
- Metro
- Cable Cars (Teleféricos)
- City Buses
- BRT Systems
- Transit infrastructure planning and maintenance
Article 2 – Full Merger of Existing Agencies
- The following agencies are dissolved and merged under ANUT:
- OPRET (Oficina para el Reordenamiento del Transporte)
- INTRANT (Instituto Nacional de Tránsito y Transporte Terrestre)
- OMSA (Oficina Metropolitana de Servicios de Autobuses)
- Any municipal transportation boards or special commissions
- All employees will be reassigned or evaluated by a Transition Taskforce over a 6-month period.
Article 3 – Integration of Operations
- All public transportation operations will now run under a single fare system, management dashboard, and customer service network.
- Santo Domingo Metro will serve as the foundational management model and will be rebranded as the national transit brand.
- Future expansions will follow one unified route masterplan for national growth.
Article 4 – Smart City Transit Command Center
- ANUT will launch a centralized Transit Control & Innovation Center to:
- Monitor all bus/metro/cablecar networks in real-time
- Coordinate traffic signal systems and road sensors
- Plan smart expansions based on population growth and data
Article 5 – Public Oversight and Transparency
- ANUT must publish:
- Monthly ridership reports
- Budget allocations and expenses
- Ongoing and future project timelines
- A Riders Advisory Council will be formed with members from every province to report issues and guide improvements.
From now on, we ride as one. No more overlapping agencies. No more confusion. This is one network, one plan, one purpose — to move the Dominican Republic forward, faster, and smarter.
