Subject:Strengthening Dominican Republic–Haiti Relations While Protecting National Sovereignty
Effective Immediately
To protect the sovereignty of the Dominican Republic, ensure the safety and security of its citizens, and build a framework for lawful, fair, and responsible relations with Haiti, this decree establishes strict border control measures, regulated migration policies, and balanced economic cooperation, while reaffirming the cultural identity and national interests of the Dominican Republic.
Article 1: Border Security and Enforcement
- The Dominican Republic shall prioritize the protection and control of its national borders, affirming the fundamental right to secure its territorial integrity.
- A Border Security Force shall be formally established, funded, and equipped to monitor, patrol, and safeguard the border between the Dominican Republic and Haiti.
- The construction and maintenance of a secure border wall and fencing system shall be designated a national infrastructure priority.
Article 2: Migration Policy and Regulation
- All Haitian nationals seeking entry, residence, or employment within the Dominican Republic shall be required to obtain proper documentation through a strict national identification system and verification process.
- A temporary work visa program may be created for Haitian nationals, subject to annual quotas determined by the Dominican government based on national economic needs.
- Unlawful entry into the Dominican Republic shall be considered a violation of sovereignty, and legal action, including deportation, shall be enforced accordingly.
Article 3: Economic Cooperation and Trade
- The Dominican Republic shall engage in trade agreements with Haiti only under conditions that protect and prioritize the interests of Dominican farmers, businesses, and industries.
- A Bilateral Trade Commission shall be established to review, regulate, and oversee cross-border commerce to ensure transparency and fairness.
- All trade policies shall give priority to Dominican products and services, ensuring that the Dominican economy remains strong and self-reliant.
Article 4: Humanitarian Aid Policy
- The Dominican Republic may provide limited humanitarian aid to Haiti, including food, medical supplies, and emergency assistance, strictly based on available resources.
- All aid provided shall be conditional upon the cooperation of the Haitian government and shall not compromise Dominican sovereignty or national interests.
Article 5: Cultural and National Identity Protection
- The Dominican Republic affirms and protects its unique cultural heritage, national language, and historical identity as fundamental to the nation’s character.
- National policies shall promote and safeguard Dominican culture, language, and traditions against dilution or erosion by external pressures.
Article 6: Implementation
This decree shall take effect upon the election of a future President of the Dominican Republic who is committed to the principles outlined herein and is prepared to implement these measures in service to the Dominican people.
