Subject: National Tax Relief Act – Reduction of IBITIS from 18% to 10%
Effective Immediately
To ignite economic growth, boost consumer spending, and give working families the financial breathing room they deserve, this law officially reduces the national sales tax burden across the country.
Article 1 – IBITIS Reduction
- The national IBITIS tax rate shall be reduced from 18% to 10% across all categories, effective immediately.
- This reduction applies to:
- Goods and services
- Utility bills
- Online transactions
- Restaurants and small business operations
Article 2 – Business Incentive Reform
- Businesses that lower their prices in response to the tax cut will be eligible for:
- Federal tax credits
- Promotion on the national “Fair Price” portal
- Any company caught price gouging or hiding the savings will be publicly listed and fined.
Article 3 – Stimulus for the People
- The 10% rate is projected to return RD$75 billion pesos annually back to Dominican families.
- This is expected to fuel:
- Small business growth
- Increased hiring
- Local tourism and services
Article 4 – Transparent National Revenue Plan
- To offset the reduction in IBITIS, the government will:
- Expand the tax base through formalization of underground economies
- Boost digital tax collection systems
- Eliminate fraud, ghost payrolls, and redundant agencies under Decree No. 006-DR
- All tax collection and spending reports will be published monthly in the Transparencia Fiscal Portal.
