Subject: National Single-Use Plastic Ban Act
Effective January 1, 2032
To protect our oceans, rivers, farmland, and public health, the Dominican Republic will begin a full-phase ban on single-use plastics — replacing them with biodegradable, recyclable, or reusable alternatives.
Article 1 – Full Ban on Single-Use Plastics
- The manufacture, import, sale, or distribution of the following items is prohibited nationwide:
- Plastic bags
- Styrofoam food containers
- Plastic straws and stirrers
- Disposable cutlery and cups
- Microplastic beads in cosmetic products
Article 2 – Approved Sustainable Alternatives
- Businesses must transition to:
- Biodegradable plant-based packaging
- Reusable cloth or paper bags
- Metal or bamboo utensils
- Refillable containers
- A full transition plan will be distributed to all commercial sectors by October 2032.
Article 3 – Enforcement & Penalties
- Violators will be subject to:
- RD$1 million peso fines for manufacturers or importers
- RD$100,000 pesos per offense for retailers or businesses
- Seizure of non-compliant inventory
- Repeat offenders will face license suspension or closure by the Ministry of Sustainability.
Article 4 – Public Education Campaign
- A nationwide awareness campaign will begin immediately, including:
- School curriculum updates
- Free reusable bag giveaways
- Green merchant certification
