Subject: National Roadway & Traffic Modernization Act – Smart Infrastructure, Reduced Congestion, and Mandatory Sidewalks

Effective Immediately

To ensure a more mobile, connected, and modern Dominican Republic, this law mandates the total transformation of our nation’s roads, traffic systems, and pedestrian access:


Article 1 – Road Infrastructure Overhaul

  1. All major highways, urban streets, and rural roads shall undergo federal inspection and enter a phased resurfacing and widening plan where needed.
  2. The Ministry of Public Works shall prioritize:
    • Heavily congested routes
    • Tourist zones
    • School and hospital access roads

Article 2 – Intelligent Traffic Flow

  1. A new National Smart Traffic System (NSTS) shall be developed using real-time monitoring and synchronized traffic lights to eliminate long lines.
  2. Major intersections will be equipped with:
    • AI-powered traffic sensors
    • Automated violation detection
    • Emergency vehicle signal prioritization

Article 3 – Modern Traffic Signage

  1. All street signs, crosswalk alerts, and traffic lights will be upgraded to:
    • High-visibility standards
    • Solar-powered lighting
    • Multilingual options where applicable (Spanish, Creole, English)
  2. Damaged or faded signs must be replaced within 7 days of report.

Article 4 – Sidewalk Access for All

  1. Sidewalks are now mandatory on every new and existing street in both urban and rural areas.
  2. All sidewalks must be:
    • Wheelchair accessible
    • Equipped with tactile strips for the visually impaired
    • Clear of obstructions, debris, or unauthorized vendors
  3. Cities have 12 months to begin sidewalk expansion or face penalties and federal takeover of the project.

Article 5 – Community Oversight & Reports

  1. A citizen reporting app will allow real-time alerts on:
    • Potholes
    • Blocked sidewalks
    • Traffic signal malfunctions
  2. Local mayors will be personally accountable for unresolved reports exceeding 14 days.
