Subject: National Library & Digital Literacy Access Act – A Learning Center in Every Town

Effective Immediately

To empower every citizen with the right to read, write, learn, and rise, this decree launches a national initiative to create physical and digital libraries in every Dominican community — ensuring no one is left behind in the pursuit of knowledge.


Article 1 – Creation of the National Library Program

  1. The Dominican government will establish a National Library Network (NLN), consisting of:
    • At least one public library per municipality
    • Branches in underserved rural and coastal areas
    • Mobile library vans for remote towns
  2. Libraries will be built or adapted in public buildings, abandoned facilities, or co-developed with local schools.

Article 2 – Digital Library & eLearning Access

  1. A new RepublicaLibro digital platform will be launched, offering:
    • Free eBooks, audiobooks, and newspapers
    • Educational video content and guided reading lessons
    • Interactive literacy tools in Spanish, Creole, English, and Dominican Sign Language
  2. Every RepublicaID holder will receive automatic access to RepublicaLibro via:
    • Mobile app
    • Public library kiosks
    • RepúblicaPay integration for free or discounted physical book rentals

Article 3 – National Literacy Training & Reading Centers

  1. All library locations will host:
    • Free reading and writing classes for all ages
    • Evening and weekend programs for working adults
    • Literacy tutoring for children, seniors, and immigrants
  2. Local teachers and volunteers will be paid through the National Reading Fund, supported by public and private partnerships.

Article 4 – Employment & Youth Opportunities

  1. Each library will employ:
    • Trained librarians
    • Digital literacy coaches
    • Youth library interns as part of a “Learn to Lead” program
  2. Students completing volunteer reading hours will earn school credits and scholarship points toward higher education.

Article 5 – Enforcement & Oversight

  1. Every province must submit a Library Access Plan within 120 days, detailing:
    • Location
    • Construction needs
    • Staffing model
    • Target communities
  2. Annual literacy impact reports will be published to track:
    • Reading level improvements
    • Community participation
    • Technology usage

If you want to build a stronger country, start by opening a book. With this decree, every Dominican will have the right to read, the space to learn, and the tools to lead. The library is now everywhere — in every town, in every hand, and in every future.
