Presidential Decree No. 015-DR

Subject: National Legal Reset Act – Repeal of All Decrees Prior to 2018
Effective Immediately
To modernize governance, eliminate outdated and obstructive policies, and begin a new transparent, accountable, and visionary era for the Dominican Republic, this decree formally resets the nation’s executive directive record.
Article 1 – Full Repeal of Pre-2018 Decrees
- All Presidential Decrees, Executive Orders, and Government Directives issued before January 1, 2018 are hereby declared:
- Null
- Void
- Legally unenforceable
- Any policies, laws, or regulations based solely on these repealed decrees will be subject to immediate review and termination by the National Legal Transition Committee (NLTC).
Article 2 – Exceptions for Emergency Safety
- The only exceptions to this repeal shall include:
- Decrees directly tied to international treaties
- Emergency safety protocols that remain in effect until reviewed and renewed under current law
- These will be audited by a Public Oversight Commission and resubmitted for ratification within 90 days.
Article 3 – Start of a New Chapter
- This decree marks the beginning of the Republic Reimagined Era — a legal and governmental reset focused on:
- Modernization
- Transparency
- Efficiency
- People-first policies
- New decrees from 2025 forward shall be published under the Reform Codex, a permanent digital archive accessible to all citizens.
Article 4 – Citizen Access and Review
- A public online dashboard will show:
- All repealed decrees
- All active decrees
- Upcoming policy reviews
- Citizens can submit concerns or review requests for any remaining active laws tied to pre-2018 structures.
We do not inherit broken systems — we end them. Today, the past is cleared. The future is written by those who believe in progress. Welcome to a new Dominican Republic — by the people, for the people, and no longer chained to the past.
