Subject: National High-Speed Rail Development Act – Safe, Fast, and Future-Ready Travel for All
Effective Immediately
To modernize national transportation, reduce road traffic, lower emissions, and promote economic growth across regions, this decree authorizes the full-scale study, planning, and phased development of the Dominican Republic’s first high-speed rail network.
Article 1 – Launch of the High-Speed Rail Initiative
- A national task force named “TrenRD” shall be created under the Ministry of Infrastructure & Public Services.
- The objective is to study, design, and develop a nationwide high-speed rail network connecting:
- Santo Domingo
- Santiago
- Puerto Plata
- La Romana / Punta Cana
- San Pedro de Macorís
- Bonao / La Vega
- Barahona
- Monte Cristi
Article 2 – National Feasibility & Impact Study
- Within 12 months, a full feasibility report shall be completed, addressing:
- Engineering and geographic viability
- Environmental impacts
- Estimated construction phases
- Economic and regional development benefits
- Local universities, engineers, and global partners may be engaged to assist in design and planning.
Article 3 – Rail Corridor Design & Safety Standards
- TrenRD will develop dedicated corridors that follow:
- Existing transport corridors when possible
- New protected right-of-way zones with minimal displacement
- The system will meet international safety standards for:
- Seismic zones
- Weather resistance
- Speed thresholds between 200–300 km/h
Article 4 – Affordability & National Access
- The high-speed rail system will be publicly owned and fare-controlled to remain:
- Affordable for all citizens
- Free for seniors and disabled individuals (1x monthly trip)
- Discounted for students, workers, and farmers
- RepúblicaPay and RepublicaID will serve as ticketing integration platforms.
Article 5 – Phase-Based Construction Timeline
- After study completion, construction shall begin in phases:
- Phase 1: Santo Domingo to Santiago
- Phase 2: Santo Domingo to Punta Cana
- Phase 3: Northern loop from Santiago to Monte Cristi and Puerto Plata
- Phase 4: National integration and local commuter spurs
- Each phase must include public transit connections, local shuttle terminals, and clean energy integration.
Article 6 – Local Economic Integration
- All stations will be surrounded by:
- Local vendor zones
- Taxi and bike hubs
- Job training centers during construction
- Priority will be given to local hiring and use of Dominican engineering and labor talent wherever possible.
