Subject: National Energy Reform Act – 24/7 Guaranteed Power & Flat-Rate Billing for All

Effective Immediately

Recognizing that consistent electricity is the backbone of a modern nation and the right of every citizen, and in pursuit of transparency, fairness, and national growth, I hereby declare:


Article 1 – National Power Guarantee

  1. All energy providers operating within the Dominican Republic must guarantee 24/7 uninterrupted power to all homes, businesses, and public services.
  2. Rolling blackouts and unplanned outages are hereby banned unless during natural disasters or declared emergencies.
  3. The National Energy Authority (to be established under this law) shall monitor, enforce, and audit all providers to ensure compliance.

Article 2 – Flat-Rate Energy Billing

  1. Effective immediately, all households and businesses shall transition to a national flat-rate billing model based on usage tiers — no more inconsistent, bloated bills.
  2. Flat rates will be publicly published and subject to annual review by an independent oversight board.
  3. No company shall charge surcharges, "fees," or inflated service add-ons outside the approved flat rate.

Article 3 – Infrastructure Modernization

  1. The federal government shall invest in solar, wind, and hybrid microgrids to improve rural and urban coverage.
  2. All future real estate developments must meet energy efficiency standards and allow access to national grid infrastructure.

Article 4 – Public Transparency & Access

  1. All citizens have the right to access their electric usage data, billing records, and provider performance reports online or via mobile.
  2. A 24/7 Power Support Line will be established in Spanish, Creole, and Dominican Sign Language for accessible energy service.

No more excuses. No more darkness. This is the new Dominican Republic — powered, protected, and unified.
