Subject: National Digital ID Act – One Identity, One System for All
Effective Immediately
To modernize government services, combat fraud, improve transparency, and ensure all citizens have equal access to their identity and rights, this decree mandates the creation of a unified national Digital ID system.
Article 1 – Creation of the RepublicaID Digital Identity System
- A new national digital ID, branded RepublicaID, will be issued to all Dominican citizens and legal residents.
- This single ID will digitally consolidate the following:
- Government-issued national ID
- Driver’s license
- Vehicle insurance verification
- Voter ID
- Social and healthcare integration
- Taxpayer registration
Article 2 – Validity & Expiration
- RepublicaID will carry a 10-year expiration period for citizens aged 18–64.
- Senior citizens (65+) will receive a lifetime-valid ID with:
- No expiration
- No renewal fees
- All renewals can be completed online, in-person, or at mobile ID units across provinces.
Article 3 – Biometric & Digital Security Features
- RepublicaID will include:
- Facial recognition and fingerprint data
- Digital QR code for quick verification
- 2FA authentication for government services
- NFC-chip for future digital wallet and contactless features
- Lost or stolen IDs can be deactivated and replaced securely via a 24/7 national portal.
Article 4 – Accessibility & Inclusion
- RepublicaID will be:
- Free for all first-time applicants
- Available in Spanish, Haitian Creole, English, and Dominican Sign Language
- Accessible at all municipal offices, embassies, and consulates abroad
- A mobile RepublicaID app will allow citizens to:
- Access documents
- Track voting status
- Update personal details securely
- Prove identity for digital services
Article 5 – Mandatory Adoption for Government Services
- Beginning January 1, 2028, RepublicaID will be required for:
- Voting
- Accessing government benefits
- Tax filings
- Driving or owning a registered vehicle
- Healthcare registration and subsidies
- All agencies must integrate RepublicaID into their systems by December 31, 2027.
Article 6 – Anti-Fraud Enforcement
- Any attempt to forge, duplicate, or falsify RepublicaID will be prosecuted as national identity fraud, punishable by:
- Up to 10 years imprisonment
- Seizure of related assets
- Lifetime disqualification from public programs
