Subject: National Building Integrity Act – Strict Construction Standards, Monthly Inspections, and Full Transparency

Effective Immediately

To protect public safety, prevent building collapses, fight construction corruption, and ensure national accountability, this decree establishes the most rigorous and transparent building code system in Dominican Republic history.


Article 1 – Strengthened National Building Code

  1. A new Unified National Building Code (UNBC) will go into effect immediately, covering:
    • Structural integrity
    • Electrical and fire safety
    • Sanitation and drainage
    • Earthquake and hurricane resilience
  2. All construction must follow modern international standards, with no exemptions for size, location, or purpose.

Article 2 – Mandatory Monthly Inspections

  1. All active construction sites must undergo a mandatory inspection every 30 days by certified government inspectors.
  2. Failure to pass inspection will result in:
    • Immediate stop-work order
    • Hefty fines
    • Public blacklisting of the contractor or architect

Article 3 – Transparent Public Reporting

  1. All inspections and compliance results will be published in real time on the official "EdificaRD" government portal, including:
    • Contractor name
    • Inspection date and findings
    • Violations and resolutions
  2. Citizens may view reports, photos, and submit anonymous tips about unsafe or unlicensed building activity.

Article 4 – Certification & Licensing Reform

  1. All inspectors, engineers, and construction supervisors must be recertified under new ethical and technical standards.
  2. Any government official caught:
    • Accepting bribes
    • Forging inspection reports
    • Approving unsafe projects
      Will be subject to:
    • Immediate termination
    • Lifetime ban from public work
    • Up to 15 years in prison

Article 5 – National Safety Map

  1. All buildings — public and private — will be assigned a Digital Safety Rating (A to F) viewable by the public.
  2. Any property with a D or F rating will require mandatory upgrade or demolition within 180 days.

The era of collapsing schools, illegal construction, and hidden danger is over. If you build in the Dominican Republic, you build it safe — you build it right — or you don’t build at all.
