Subject: Abandoned Property Reclamation & Urban Renewal Act
Effective Immediately
To eliminate blight, prevent crime, and unlock land for economic development and housing, this decree empowers the government to reclaim, demolish, and resell all abandoned and unsafe properties for the public good.
Article 1 – Legal Reclamation of Abandoned Structures
- Any building, house, or commercial structure that has been:
- Uninhabited or non-operational for 24 months or more
- In violation of fire, structural, or sanitation codes
- Owned by unreachable or deceased entities
Is hereby declared abandoned and subject to public reclamation.
- Government-appointed inspectors will conduct final verification and tagging of all qualifying properties.
Article 2 – Demolition and Land Redevelopment
- Reclaimed properties will be:
- Demolished if structurally unsafe or deemed non-salvageable
- Cleared and zoned for public resale or infrastructure use
- Prioritized for housing, local business, and public facility projects
- Demolition costs will be funded through the National Land Recovery Fund, seeded by reclaimed property sales.
Article 3 – Land Sale and Revenue Distribution
- All reclaimed land will be sold via public, transparent auction or direct community development programs.
- Sale profits will be distributed as follows:
- 80% to the local municipal government for reinvestment in infrastructure, security, and services
- 20% to the federal treasury for national development and debt reduction
Article 4 – Local Government Empowerment
- Municipalities will be given authority to:
- Identify and report abandoned properties
- Approve community redevelopment projects
- Collaborate with investors or citizens for creative land reuse (parks, schools, co-ops)
- Local leaders must publish quarterly reports showing how funds were reinvested.
Article 5 – Civil Penalties for Property Neglect
- Any property owner who intentionally:
- Abandons a structure
- Ignores safety orders
- Fails to pay property taxes for 3+ years
Will be stripped of ownership rights and added to the National Negligent Owner Registry
The Dominican Republic will no longer live next to rot, ruin, or danger. Every block will be clean. Every corner will be useful. And every piece of this nation will belong to the people again.
