DR2028 Document Library — Module 6. The Dominican Republic has signed and ratified international commitments it is legally bound to uphold. This module summarizes those treaties — because DR2028 decrees are, in large part, simply enforcing standards the Dominican government already agreed to and failed to execute. Why this module exists

Under Dominican law, ratified treaties form an integral part of the domestic legal order and override any contrary provision. That means the anti-corruption and transparency standards in these treaties are not foreign suggestions — they are Dominican law. DR2028's position: our decrees do not invent new obligations; they execute existing ones.
