What it is
The Dirección General de Contrataciones Públicas (DGCP) is the governing body of the national public procurement system, operating under the procurement framework (Laws 340-06 and 47-25). Its transactional portal publishes contracting processes: calls, awards, amounts, suppliers, and modalities (open tender, price comparison, direct award).
Where the data lives
Procurement records are published through the DGCP's official portal: dgcp.gob.do, including the transactional system where each contracting process can be searched by entity, supplier, or modality.
DR2028 analysis
DR2028's procurement and fiscal-oversight decrees are built on the patterns visible in this data — the concentration of awards, the use of exception modalities, and the gap between published processes and executed spending. Our decrees propose open contracting by default and machine-readable publication precisely so this data becomes harder to evade and easier to audit.
