Subject: National Water Security Act – Universal Access to Clean Drinking Water & Modernized Wastewater Systems

Effective Immediately

In recognition of water as a basic human right and a vital foundation for public health, economic development, and national dignity, the following law is enacted:


Article 1 – Guaranteed Access to Clean Drinking Water

  1. Every citizen and resident shall have the legal right to safe, clean, and drinkable water available 24/7.
  2. The Ministry of Water & Sanitation shall be empowered to expand, monitor, and maintain access in urban, rural, and coastal communities.
  3. All water delivery systems must meet international standards for safety, purity, and pressure.

Article 2 – National Flat-Rate Water Billing

  1. Water will be billed under a transparent flat-rate system, ensuring affordability and equal access for all, regardless of income or region.
  2. Subsidies will be granted to low-income families, verified annually.
  3. No company or municipal provider may charge hidden fees, "tank truck premiums," or surge pricing.

Article 3 – Wastewater & Sewage Modernization

  1. The federal government shall invest in nationwide sewage system upgrades, including:
    • Expansion of underground pipelines
    • Upgrades to wastewater treatment facilities
    • Introduction of modern drainage systems in flood-prone zones
  2. All new developments must meet eco-friendly sewage treatment regulations effective immediately.

Article 4 – Accountability and Oversight

  1. The National Water Authority shall audit every province yearly for:
    • Access quality
    • Water pressure consistency
    • Contamination reports
  2. Failure to meet minimum standards will result in government intervention, penalties, or replacement of management.

Article 5 – Emergency Water Relief

  1. Any community lacking clean water for more than 12 hours shall trigger a federal water emergency response with tank delivery and mobile filtration systems.
  2. A public hotline and mobile app will allow citizens to report outages or contamination concerns in real-time.

Water is not a luxury. It is a promise. Under my leadership, the Dominican Republic will drink clean, live clean, and grow clean — together.
