Subject: National Road Freedom Act – Permanent Elimination of Highway Tolls
Effective Immediately
In recognition that public roads are a national right — not a permanent burden on working citizens — this decree abolishes all toll collection across the Dominican Republic and redefines how we fund and maintain our roads.
Article 1 – Immediate Toll Termination
- All toll booths and electronic toll systems on national highways and expressways are hereby permanently deactivated.
- Physical toll plazas shall be removed or converted into:
- Rest stops
- Emergency response stations
- Transit police or weigh station checkpoints
Article 2 – Road Maintenance Trust Fund
- A new National Road Freedom Fund (NRFF) will replace toll revenue and be funded through:
- A small portion of national fuel taxes
- Heavy freight usage fees (GPS-monitored for commercial vehicles only)
- Annual allocations from infrastructure bonds
- This fund shall be:
- Fully transparent and publicly audited
- Managed by an independent non-political board
- Dedicated only to road maintenance and safety improvements
Article 3 – Legal Ban on Future Tolls
- No future administration, agency, or public-private partnership shall have the authority to:
- Reimpose tolls
- Create “access fees” for existing public highways
- Privatize toll collection infrastructure
- Any violation of this clause will be considered unconstitutional and a criminal act of financial oppression.
Article 4 – National Road Equity Campaign
- Every citizen, tourist, and traveler shall now have equal access to all roads — regardless of income, origin, or destination.
- A public campaign called “Libre para Viajar” will inform the country of:
- The end of tolls
- How roads are now funded
- New reporting tools for maintenance requests
From this day forward, the roads of the Dominican Republic belong to the people — free, open, and equal. The toll era is over. The journey ahead is ours.
