Subject: National Public Transportation Modernization Act – Unified Transit System, Late Service, and Fare Reform

Effective Immediately

To build a nation that moves efficiently, equally, and safely — this decree establishes the transformation of Dominican Republic’s public transportation into a smart, unified system for the people.


Article 1 – Replacement of Informal “Gringo” Routes

  1. All unregulated private “gringo” transport routes shall be phased out and replaced by:
    • Federally operated city buses with set routes, schedules, and safety protocols.
    • Public-private partnerships may be allowed under strict regulation and government oversight.

Article 2 – Expansion of Cable Cars and Metro Lines

  1. The current Teleférico and Metro systems will undergo immediate expansion to reach underserved areas.
  2. Operating hours for all subway and cable car lines are extended to 1:00 AM daily, including Sundays and holidays.
  3. Security personnel and lighting systems will be enforced on all late-night services.

Article 3 – Universal Fare Card System

  1. A new one-card system, branded as “Tarjeta República”, will serve as the single fare method across:
    • City buses
    • Metro
    • Cable cars
    • Future BRT (Bus Rapid Transit)
  2. The card will offer:
    • Pay-per-ride
    • Unlimited Day, Week, and Month Passes
    • Student and senior discounts

Article 4 – Affordable and Transparent Fares

  1. Fares will be standardized nationwide based on zones — no random driver pricing allowed.
  2. The Ministry of Transport will publish fare tables annually and offer online tools to estimate travel costs.
  3. No cash-only systems shall be permitted after a 12-month transition period.

Article 5 – Job Access and Economic Inclusion

  1. Transit expansions will be planned around:
    • Employment hubs
    • Educational institutions
    • Medical centers and major markets
  2. Transit Access Grants will be created to provide free or discounted transportation for job-seekers and low-income workers.
