Subject: National Single-Use Plastic Ban Act

Effective January 1, 2032

Effective Immediately

To position the Dominican Republic as a leader in clean technology, this decree launches a national competition for students, startups, and engineers to create next-generation zero-waste solutions.


Article 1 – The Challenge

  1. Individuals or teams may submit proposals in the areas of:
    • Waste-to-energy systems
    • Zero-waste urban design
    • Biodegradable materials
    • Smart recycling technology
    • Renewable construction and agriculture
  2. Finalists will be invited to present their ideas to a national panel and receive government support.

Article 2 – Prize & Incubation Program

  1. Winners will receive:
    • RD$5 million peso grant
    • Full access to a Green Innovation Lab
    • Patent assistance and startup launch support
    • National and international recognition

Article 3 – Youth & University Engagement

  1. All high schools and universities are encouraged to participate.
  2. Bonus points awarded for:
    • Community-based solutions
    • Low-income region impact
    • Recyclable, scalable prototypes
