Subject: National Correctional Reform Act – Creation of a Centralized Mega Prison & Closure of All Existing Facilities

Effective Immediately

To ensure justice is served, enhance national security, reduce recidivism, and eliminate wasteful spending, this decree mandates the construction of a single, fully modernized national correctional complex — built to discipline, reform, and restore.


Article 1 – Construction of the National Corrections Supercomplex

  1. The Dominican Republic will construct a centralized mega prison capable of housing 50,000 inmates, located in the center of the country.
  2. The facility will include:
    • Separate wings for low, medium, high, supermax, and juvenile security levels
    • 24/7 surveillance and AI-powered monitoring systems
    • On-site courtrooms, intake centers, and emergency medical units

Article 2 – End of the "In-and-Out" Era

  1. Once convicted, inmates will:
    • Serve their full sentence with no early release unless authorized through national pardon process
    • Be assigned to appropriate security levels based on risk assessments
  2. Repeat offenders will be automatically escalated to higher-level confinement and labor obligations

Article 3 – Mandatory Labor, Rehabilitation & Self-Sufficiency

  1. All inmates will be required to work daily, contributing to:
    • Agricultural farming and greenhouse production
    • Facility maintenance, trades, or manufacturing
    • Environmental cleanup and public service tasks
  2. The prison will aim to be 80% self-sustaining, reducing dependency on state funds and producing food for internal use.

Article 4 – Integrated Reform & Enrichment Programs

  1. The facility will include:
    • A chapel for spiritual services
    • Classrooms for GED, literacy, and vocational training
    • Sports and fitness zones for structured recreation
    • Mental health and counseling support for those eligible
  2. Participation in reform programs will be monitored and scored into parole eligibility, job training, or inmate role shifts.

Article 5 – Closure of All Existing Prisons

  1. All current jails and prisons in the Dominican Republic will be permanently shut down within 36 months of completion of the mega complex.
  2. All inmates will be safely and securely transferred, and all current facilities will be:
    • Demolished
    • Repurposed as housing, schools, or public service buildings
    • Auctioned for redevelopment

Article 6 – National Corrections Oversight & Budget Consolidation

  1. A single Ministry of National Corrections will be responsible for:
    • Facility operations
    • Budget oversight
    • Reporting directly to the President and Congress quarterly
  2. All former corrections budgets from provinces will be merged into one streamlined budget to prevent corruption and improve outcomes.
