Subject: Government Restructuring Act – Reduction of Ministries from 21 to 7

Effective Immediately

In the name of transparency, efficiency, and eliminating bureaucratic waste, the Dominican Republic shall undergo a historic restructuring of its executive branch. The government must serve the people — not slow them down.


Article 1 – Consolidation of Ministries

The following restructuring will reduce 21 federal ministries to 7 streamlined super-ministries:

1. Ministry of Public Services & Infrastructure

  • Merges: Public Works, Housing, Energy & Mines, Environment, Water Resources

2. Ministry of Economic Development & Finance

  • Merges: Finance, Industry & Commerce, Tourism, Planning & Development, Treasury

3. Ministry of Health & Social Wellbeing

  • Merges: Public Health, Social Services, Women’s Affairs, Youth, and Elderly Care

4. Ministry of Education & Innovation

  • Merges: Education, Higher Education, Science, Technology, Culture

5. Ministry of Agriculture, Food, & Sustainability

  • Merges: Agriculture, Agro-industry, Fisheries, Rural Development, Environment (select divisions)

6. Ministry of National Security & Justice

  • Merges: Interior & Police, Armed Forces, Justice, Immigration

7. Ministry of Digital Governance & Citizen Services

  • Merges: Public Administration, Telecommunications, Civil Service, and creates new departments for:
    • E-Government
    • Cybersecurity
    • Digital ID

Article 2 – Staff Reallocation & Efficiency Audits

  1. All displaced staff will be given priority placement in critical service areas.
  2. A national audit will determine unnecessary positions, overlapping duties, and corruption cases.
  3. Ministry budgets will be restructured and capped with a 30% overhead limit.

Article 3 – Real-Time Transparency

  1. All ministry activities, budgets, and public contracts will be accessible through a new Open Government Portal.
  2. Monthly performance reports will be mandatory and public-facing.

Article 4 – National Savings and Reinvestment

  1. Expected annual savings from consolidation: RD$15 billion pesos.
  2. These savings will be reinvested into:
    • Infrastructure
    • Education
    • Universal health and clean water access
    • Technology and small business grants

The people deserve a government that’s fast, clean, and effective. No more bloat. No more excuses. This is the new Dominican Republic — one government, one mission, for all.
