The World Federation of the Deaf

The World Federation of the Deaf (WFD) is the international representative organization of deaf people, working within the United Nations human-rights system — principally the Convention on the Rights of Persons with Disabilities (CRPD) — to advance sign-language rights, accessibility, and full participation of deaf citizens in public life.

The metrics that matter

  • Legal recognition of national sign languages — the baseline right from which others flow.
  • Accessibility of public services and emergency information in sign language — including disaster and safety communications.
  • Deaf participation in policy-making — nothing about deaf citizens without deaf citizens.
  • Inclusive education and employment with sign-language access.

DR2028 relevance

DR2028's accessibility commitments — including emergency communications in Dominican Sign Language and the national digital-literacy program's sign-language track — are measured against this framework, not against local custom. Accessibility is a human-rights obligation under treaties the Dominican Republic has joined, and our decrees treat it as such: a compliance matter, not a favor.
